Job CRITERIA
MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:
Education: A Bachelor's degree from an accredited college or university in an appropriate discipline related to the area of assignment such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration. A Master's degree is desirable. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)
Experience: Two years of increasingly responsible experience in an appropriate field related to the area of assignment.
License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Specific duties and responsibilities include, but are not limited to, the following:
Project and Contract Management
• Provide project management for several components of the 511 system including the Interactive Voice Response (IVR) phone system; real-time transit data dissemination; traffic data; and administration of IT systems in the 511 operations center. Lead the weekly project management conference calls with the contractor responsible for these system components.
• Manage the contract including reviewing and approving invoices and maintaining the budget.
• For enhancements to the 511 system, review task order drafts and oversee the execution of task orders.
511 Budget Management
• Prepare the 511 program’s annual budget and coordinate its inclusion in the overall agency budget.
• Prepare a 511 funding plan to fulfill the budget needs for each contract and purchase orders. Oversee the individual contracts’ budgets and take corrective actions as needed in order to maintain a balanced program budget.
511 Emergency Response
• Participate in 511 Emergency Training exercises.
• Coordinate with contractors as needed and ensure their participation.
• Work as needed in response to transportation emergencies.

MTC, in coordination with Caltrans, the California Highway Patrol, the Bay Area transit agencies, and other stakeholders, has partnered on projects to improve regional transportation system management and mobility. The 511 Traveler Information program, managed by MTC, encompasses several key components, systems and projects that support the day-to-day collection and dissemination of traveler information with the goal of assisting travelers with travel decisions and providing connections to several regional transportation programs.
The 511 Project Manager position will be filled at the Associate level and will be under the general direction of the 511 Principal Program Manager. This position will serve as a key member of the 511 team in the Technology Services Section of MTC with a wide variety of duties including managing 511 contracts, program budget, fund sources, 511 phone system and 511 marketing program. The 511 Project Manager will perform other job-related duties as needed or assigned to the Technology Services Section.
All employees at MTC are classified as Disaster Services Workers.
SKILLS AND ABILITIES
The ideal candidate will have the following knowledge, skills and abilities:
Knowledge of:
• Project management techniques to ensure timely delivery of multiple concurrent projects, including change control, budgeting, contract development and management, and scheduling.
• Microsoft Excel, Microsoft Word, PowerPoint and Project and/or other scheduling software.
• Budgeting and financial planning.
• Administration of federally-funded projects.
• Intelligent transportation systems and/or related systems and processes.
Skills and Abilities
• Manage consultants and direct their work effectively and efficiently to ensure timely and high-quality deliverables.
• Competently manage procurements, contracts and task orders.
• Define and manage projects including definition of scope, schedule and budget, and assessment of risk.
• Work productively on multiple concurrent projects under general supervision, meet deadlines, and prioritize work.
• Work independently, as well as collaboratively, in a team environment.
• Communicate progress effectively to supervisor and section manager on a regular basis.
• Present financial and technical information in a clear and concise manner.
• Work effectively with multiple agency staff to ensure their provision of information needed for funding and budgeting requests.
• Communicate effectively with individuals with a wide range of knowledge and work styles.
• Communicate clearly in writing and orally to a wide range of audiences including board members, executive staff and colleagues.
• Ability to create engaging slide decks, fact sheets, and similar materials.
• Lead and perform analysis of complex problems using data and qualitative information. Identify creative solutions, options and justify recommendations.
• Be proactive in recognizing and sharing potential opportunities for individual growth, team-building, program initiatives, strengthening partnerships.
