Job SPECIFICATIONS
Completion of a Bachelor’s Degree in Engineering (or related field) along with a minimum of eight (8) years of progressively responsible and diversified experience that includes municipal engineering and land development. Previous experience in a leadership role is considered an asset.
- High degree of knowledge of municipal engineering standards and processes, including storm water management, water and wastewater, and transportation infrastructure.
- Thorough and sound knowledge of the Land Use Bylaw, the Municipal Government Act (MGA), and County bylaws and policies related to planning and development requirements.
- Ability to interpret ad provide recommendation on the Land Use Bylaw, planning documents, engineering drawings and reports, site plans, sketches, and related documents.
- Must possess positive public relations with a strong focus on customer service and effective oral and written communication skills.
- Strong ability to encourage and motivate others.
- Must possess a strong ability to work with others in a collaborative way with competing or conflicting interests. This includes both internal departments as well as external agencies and stakeholders.
- Must possess a strong ability for attention to detail, accuracy, timing, and scheduling of work for this position, with the ability to meet demanding deadlines.
- Must be individually motivated, with the ability to act independently within a close team environment, exercising independent judgment within tight time frames.
- Exceptional ability to effectively and rationally deal with difficult land owners and to remain calm in stressful situations.
- Excellent time management and organizational skills, and the ability to effectively handle a demanding workload.
- Maintain a high level of dress and deportment that will demonstrate a positive representation of the department and the County.
- Proficiency in MS Office Suite.

Job Description
This senior professional position requires the individual to demonstrate and draw on expertise acquired from extensive, varied and progressively more responsible levels of experience in engineering. The Supervisor Engineering provides leadership, coordination, and collaboration among the appropriate stake holders in managing the engineering components of the development process and standalone department projects and initiatives. Presentations to Council, Boards, Committees, Public groups and organizations are an integral component of the scope of duties. The Supervisor will act as a resource person and mentor Municipal Engineers and other department personnel. In consultation with the Manager, this position is also responsible for initiating changes, interpretation and compliance of engineering standards.
Core Accountabilities
Daily Operations
- Participate in the updating and/or implementation and roll-out of policies, procedures, guidelines or protocols and communicate pertinent information to employees.
- Review and make recommendations for new or existing County bylaws and engineering standards.
- Act as a technical resource to provide support to employees and the public at counter.
- Exercise considerable independent judgement in dealing with complaints.
- Evaluate operations and activities of assigned responsibilities.
- Participate in budget preparation and administration, monitors and controls expenditures.
- Educate property owners and other residents about planning and development processes and regulations.
- Conduct public educational seminars at assigned schools, service groups, and events as required.
- Draft, review and make recommendations on reports for Council, Governance Committee and any other committees as required.
- Participate in presentation at Council, Governance Committee and any other committees as required.
Leadership and People Management
- Actively promote collaboration and cooperation with own team, clients, constituents and other County departments.
- Provide technical guidance, coaching, mentoring and performance feedback in a timely manner; and in conjunction with Manager and Human Resources carry out performance management and discipline when appropriate.
- Resolve issues expeditiously and ensure that employee resources are in place and utilized effectively to meet the service delivery standards of the County.
- Oversee Municipal Engineers to provide leadership to the team and maintaining best practices for the group.
- Provide oversight and direction to Municipal Engineers to assist in prioritizing and managing individual and group workloads.
- Identify staffing requirements and participate in the recruitment process.
- Provide employees with adequate resources and work procedure training, and ensure required departmental representation on the Health and Safety Committee.
- Ability to perform subordinates responsibilities from time-to-time, as necessary. This includes direct involvement in planning or development files or special projects when necessary due to department workload or complexity of projects/political sensitivity.

Internal and External Agency Cooperation
- Collaborate with internal departments, external agencies, Boards, Committees, and residents on new initiatives, bylaws, and projects.
- Work closely with internal departments, and other agencies to ensure compliance with the Land Use Bylaw, and other permitting requirements.
Reporting
- Be prepared for and develop comprehensive written reports, answer questions, and provide appropriate recommendations as assigned or deemed necessary for presentation to Council or reply to Rocky View clients.
- Be prepared and submit reports, answer questions, and provide appropriate recommendations to Council and various boards and/or committees.
- Prepare reports and documentation as required for Court Orders.
- Prepare various internal reports and documentation including those on daily log and complaints, open compliance files, operations and activities, and monthly KPI statistical reports for section, etc.
- Ensure department reports are reviewed and submitted in accordance with internal deadlines.
- Review and prepare comments for planning and development applications.
General
- Ensure workers have a clear understanding of their role and responsibilities relating to RVC’s health and safety program and in the Alberta OHS Act Regulation and Code.
- Ensure that all the operations under their supervision adhere to the requirements of the County’s OHS Program.
- Act in place of the Manager in his/her absence as requested.
- Perform other duties and special projects as assigned.
