Job CONDITIONS

Bachelor's degree in engineering, data processing, or a related field.
Two to three years of job-related experience; or an equivalent combination of education and experience.
Ability to become proficient in utilization of e-Builder (PMIS), Lawson, and Oracle ERP systems.
Project management experience.
Knowledge of construction scheduling and contract management.
Knowledge of database concepts.
Ability to operate a wide variety of standard office equipment, such as a computer and related software, calculator, telephone, photocopier, scanner, etc.
Microsoft software proficiency, especially Excel.
Excellent written and verbal communication skills.

MMSD is seeking qualified candidates for the position of Project Controls Analyst in the Technical Services Division. Reporting to the Project Controls Supervisor, you manage and administer e-Builder, MMSD's Project Management Information System (PMIS) utilized by staff to develop and manage project budgets, schedules, spending forecasts, contracts, etc. You also ensure alignment between the PMIS and MMSD’s financial system of record.

Essential Duties and Responsibilities:

Assist with managing capital improvement project budget process. Create and maintain individual project cost and schedule baselines associated with the budget.
Analyze capital improvement program cost and schedule data for variances to budgeted baselines and assist project managers with resolution of same as appropriate.
Assist staff with project schedule development, modifications, and maintenance.
Audit PMIS data for alignment to MMSD’s financial system of record on a regular basis. Work with various staff members to resolve discrepancies.
Manage and administer project update cycle within the PMIS. Develop and issue reporting associated with same, inclusive of cost and schedule variance information.
Provide training, guidance, and assistance with the PMIS to internal and external users.
Assist with managing and troubleshooting data associated with integrations between the PMIS and MMSD’s financial system of record.
Assist with maintaining and updating project cost and schedule metrics utilized to facilitate efficient new project creation. Analyze completed projects for updating templates and metrics.
Verify and validate contract details as input to PMIS for compliance with MMSD policies and business processes.
Serve as one of several primary administrators of MMSD’s PMIS inclusive of troubleshooting, business process automation development and maintenance, report writing, and user management.
Assist in analysis and distribution of capital improvement program information to internal and external stakeholders.
Follow and comply with all safety and work rules and regulations. Maintain departmental housekeeping standards.
Complete special projects as assigned.
